List of institutions subscribing to QAA
Our subscribing institutions
The great majority of QAA’s subscribing institutions are the publicly-funded UK institutions of higher education. There is also a small number of non publicly-funded subscribing institutions that hold UK degree awarding powers, and a smaller number of non publicly-funded subscribing institutions that do not hold UK degree awarding powers. Subscribing institutions pay an annual subscription fee to QAA based on numbers of students.
Benefits of subscription
QAA’s subscribing institutions enjoy a range of benefits.
- Every four to six years they are able to demonstrate to the public and their students and staff, through a QAA institution-level audit or review leading to a published report and judgment, how well they manage their responsibilities for academic quality and standards.
- They benefit from QAA’s development and maintenance of a UK-wide set of reference points (known as the Academic Infrastructure) for the establishment, description and maintenance of academic standards, and from our quality enhancement work which includes analysis of the outcomes of individual reviews and audits to identify sector-wide patterns and features, report on good practice and identify areas for improvement.
- They are invited to participate in policy and other developments - for example through conferences, seminars, round-table meetings, briefings and working groups - and to respond to formal consultations.
- They have a QAA liaison officer (or an annual QAA visit in Scotland).
- They are invited to the QAA Annual Reception (February/March) and the Annual Subscribers’ Meeting (May/June).
- They receive copies of higher quality and QAA’s Annual review.
Subscription to QAA does not confer any legal or funding benefits or status. It is not a form of institutional accreditation.
UK Border Agency
For purposes of admission to the UK Border Agency (UKBA) Sponsor Register, all publicly-funded QAA subscribing institutions and those non publicly-funded subscribing institutions with UK degree awarding powers and in good standing (that is, that do not have a ‘no confidence’ judgment) are deemed to have to submit to a public system of inspection (that is, QAA Institutional audit/review) thus meeting one of the eligibility criteria for admission to the Tier 4 Sponsor Register. The UKBA’s sponsor applicant guidance is available at the UKBA's website (see, in particular, paragraphs 22 and 23).
Subscription to QAA is not a way for a non publicly-funded body that does not hold UK degree awarding powers to meet the accreditation requirements of the UKBA.
Description
Subscribing institutions should not describe the status of subscription in a misleading or ambiguous way in promotional or marketing material. Care should be taken to avoid anything that could lead the reader to think that subscription to QAA confers any legal or funding benefits, or that it confers degree awarding powers, or that it is a form of accreditation, or that it allows the subscribing institution to meet the sponsorship requirements of the UKBA (except as described above).
Fees
Subscription to QAA requires the payment of an annual subscription fee. The subscription rates for publicly-funded subscribers are agreed with the HEIs’ representative bodies in a banding structure based on the size of an HEI’s HE student population (headcount, not FTE; including all modes of study; and including students studying overseas for a UK award). The current subscription rates for publicly-funded subscribing institutions are set out below:

The subscription rates for non publicly-funded subscribing institutions are currently under review to ensure that they are set at a fair level and that there is no risk of cross-subsidy from funding council contract income or subscription income from the publicly-funded subscribing institutions. The minimum subscription rate for non publicly-funded subscribing institutions is likely to be at least £6,000 per annum (further details will be published as soon as the review is completed).
Applications
160 of QAA’s 167 subscribing institutions are publicly-funded HEIs. They are required or expected to subscribe to QAA both through their relationship with the public funding bodies and through their membership of the HEIs’ own representative bodies (QAA’s company members).
Non publicly-funded bodies that hold renewable UK degree awarding powers are required to subscribe to QAA as a condition of the grant of those powers.
Non publicly-funded bodies that do not hold UK degree awarding powers and that wish to subscribe to QAA on a voluntary basis are required to submit an application to the QAA Board of Directors. The Board requires that the application should be accompanied by a copy of the applicant’s annual report and strategic plan, details of the organisation's constitution, governance and accreditation arrangements, a copy of recent accreditation reports, and a statement explaining why it wishes to subscribe to QAA.
The Board considers applications for subscription against the following criteria. An applicant organisation should:
- be based in the UK
- be a Listed Body providing education leading to a UK degree

- have a minimum number of HE students, representing a minimum proportion of its student body (the required minima are under review; further details will be published)
- provide evidence of institutional accreditation by a recognised national body (including, in the UK, a UKBA-approved accrediting body for private education providers)
- make a commitment to provide information to QAA (see ‘Information’ below)
Information
Non publicly-funded subscribing institutions, whether or not they hold UK degree awarding powers, are required to provide QAA each year with annual student numbers and the organisation’s annual report with financial accounts, and to disclose to QAA in a timely manner any material changes in circumstances (for example, changes of ownership, location or accreditation arrangements, or difficulties with accreditation, student recruitment, progression or completion).
Termination
Non publicly-funded subscribing institutions that do not have UK degree awarding powers may cease to be subscribers on giving one year’s notice.
QAA may give notice to a non publicly-funded subscribing institution that does not have UK degree awarding powers that its subscription to QAA is to be terminated for any of the following reasons:
- the subscription fee has not been paid (despite reminders and a reasonable amount of time provided)
- the status of subscription has been described misleadingly and been misused for marketing or promotional purposes (see ‘Description’ above)
- the required or recommended actions following an Institutional review/audit have not been completed to the required standard in the required timescale
- the requirements for the annual provision of information and disclosure of any material changes in circumstances have not been met (see ‘Information above).
Non publicly-funded subscribing institutions that have renewable UK degree awarding powers (that is, for a fixed-term period of six years) are required to subscribe to QAA and to have received judgments of confidence in their QAA audit (usually five years after the grant of degree awarding powers) to enable their powers to be renewed.
