ACCOUNTABILITY AND TRUST:from enforcement to empowerment?

QAA is supporting the 2007 QSN Annual Conference, which will explore aspects of accountability and trust in both internal and external relationships in the context of promoting ‘better regulation’ and its contribution to quality enhancement. Broad workshop themes will enable different contexts to be discussed and their contributions to quality enhancement explored. The conference will conclude with the identification of priority issues for the Network to take forward.

Opening presentation and discussion – setting the scene for the themes of the Conference.
Guest speaker: Professor Roger Brown

5.00

Workshop: Accountability and Regulation: what are they really for?  Do we really see quality management from the lecturer’s perspective?  Is there continuing tension regarding how much regulation is needed for accountability?

Conference Dinner

After-dinner keynote speaker: Boris Johnson MP

Friday 28 September

Opening plenary on the themes of interaction with professional bodies and the student voice.

10.00 – 11.15

Parallel workshops (facilitated discussion)
1.   Regulate or innovate – do we have to choose?  Does the regulatory environment constrain innovation, or is this used as an excuse?
2.   PSRBs: a very private function?  How can these engagements be integrated more effectively into internal processes to achieve quality enhancement?
3.   The student voice – what are the implications of its increasing importance for the relationship between HEIs, students, funding bodies and quality/accrediting agencies?
4.   Embedding a risk-based approach to quality management: is this a mature, trusting approach which can promote a culture of enhancement?
5.   HE in FE: how do emerging themes such as IQER, partnership strategies and Foundation Degree awarding powers contribute to enhancement?
6.   How do you manage that?  How can we best lead, develop and manage staff across all levels and functions to achieve a shared understanding of our aims and to make them a reality?

Conference fee: £230 for representatives from institutional members of QSN; £270 for representatives from institutions that have not subscribed as members of QSN.  The fee includes overnight accommodation at the conference centre on 27 September.  Places are limited so please book early to avoid disappointment using the attached form.  Full details of the programme will be circulated in June.  Booking is not restricted to the institutional representative; a nominee can attend in his/her place.
